Burlington Council Rejects 138 More Homes

Burlington councillors have unanimously rejected a proposal for 138 more homes at Millcroft Golf Club — the second major development bid there in six years.
The first major development to build 90 homes and a 130-unit apartment building on closed sections of the golf course was approved by the Ontario Land Tribunal in June 2024. The course remains open but now operates just nine holes as prep work has begun.
The Sept. 15 meeting of council’s committee of the whole, which includes all city councillors, unanimously supported the staff recommendation to deny Official Plan Amendment and Draft Plan of Subdivision applications at 2155 Country Club Drive, 4135 Millcroft Park Drive and 4291 Couples Crescent
That recommendation goes to Burlington city council for final approval on Sept. 29.
The applications propose development of 73 detached houses and 65 townhouse units on parts of the golf course not previously approved for development.
Staff recommended denial for several reasons including two competing Minister’s Zoning Order requests awaiting decisions from the Minister of Municipal Affairs and Housing.
“Staff are of the opinion that it would be inappropriate to opine on a draft plan of subdivision application to create new lots, when the applicable policy basis and regulatory framework has not yet been established and is dependent upon a decision from the Minister which creates uncertainty with respect to the land use planning framework,” a staff report states.
The developer’s MZO request
Millcroft Greens Corporation, a partnership between Argo Development Corporation and the owner-operators of the nine-hole Millcroft Golf Club, applied to the Minister of Municipal Affairs and Housing in June 2026 for an MZO overriding local open space zoning and allow the proposed 138 additional homes on 25 of the golf course’s remaining 100 acres.
A public commenting period was held for the application from June 5 to July 5.
The city’s MZO request
The city’s MZO application to the minister for an order preserving existing open space at Millcroft Golf Club was submitted last year, then paused while the city and Millcroft Greens participated in provincial facilitation.
Burlington’s request underwent a public comment period between June 22 and July 22.
Municipal Affairs Minister Rob Flack’s office did not respond by deadline to a request for comment on the status of the two MZO applications, and a timeline for decisions.
