City council and staff want their voices to be heard in the ongoing discussions, and zoning orders, surrounding the Millcroft Golf Course.
At council on Tuesday, they voted unanimously to send a report to the Environmental Registry of Ontario opposing the Millcroft Green Corporation’s request for a Ministerial Zoning Order.
The MZO from the corporation, the land owner that is currently occupying half of the golf course that snakes its way through central Burlington, would see as many as 138 homes built on new areas of the course, in addition to the previously-proposed 90 houses and 130 unit apartment.
The agenda item was labelled urgent business, due to the short times that the ERO allows for responses. The city also submitted its own application for an MZO on April 13, which aims to bar the development.
“The report comes under urgent business because we do feel it is important that city council offer its position on the Ministerial Zoning Order,” Burlington CAO Curt Benson said.
The comment period for the city’s MZO request runs from June 22 - July 22. The comment period for Millcroft Green Corporation’s MZO opened on June 5, 2026 and closes on July 5. The ERO site is not exclusive for MZO requests, but may include potential changes to official plans, requests to remove material from quarries, and even changes to sewage work systems.
“In addition to the recreational use, the lands contain significant wildlife habitat, significant woodlands, fish habitat, wetlands, regulatory flood plains, and erosion hazards,” the city’s MZO request reads on the ERO website.
Work on Milllcroft Golf Course started last spring, when trees were cut down behind neighbouring houses on the course. Approximately half of the course has been eyed for construction, while Millcroft Golf Course is still operation as a nine hole club.
