Millcroft Update

Update on Millcroft:

Council approved submitting report to the Environmental Registry of Ontario (ERO) to convey the City’s opposition to the ERO Posting #026-0551, Millcroft Greens Corporation Request for a Ministerial Zoning Order (MZO) for Residential Uses in the City of Burlington.

Earlier this spring, the City submitted for a MZO to the Minister of Municipal Affairs and Housing under the MZO Framework to implement the City’s land use vision in the City’s Official Plan for the remaining greenspace in Millcroft. The requested MZO applies to the remaining Millcroft Golf Course lands that are not already subject to the Ontario Land Tribunal's (OLT’s) approved development decision. The purpose of the City's request is to ask the province to maintain the existing open space zoning on the remaining Millcroft lands. With the ERO posting to provide the public with a 30 day opportunity to comment on the City's request for an MZO,  the province is continuing to consider the City’s request.

It is important to note that both the City and the landowner have submitted separate MZO requests for the same remaining Millcroft lands. The landowner’s request is currently posted on the Environmental Registry of Ontario for public comment and under review by the province.

The City intends to submit comments on both its own request and the developer's request through the provincial process.

As previously stated, the City has consistently expressed its intention to preserve the remaining golf course lands as parks and open space and will continue to advocate for this outcome throughout the MZO and development review processes. While development approved by the OLT must be allowed to proceed in accordance with the Tribunal's decision, the City will continue to pursue opportunities to protect the remaining lands and request that the province maintain the current zoning to preserve as much green space as possible.

The public can submit comments to the ERO on the landowner’s MZO request or on the City’s MZO request.
